Why does a cancellation call need a person?

Because in chiropractic the cancellation call is a clinical moment, not an admin one. A plan of care is a course of visits, and the difference between a good outcome and a discharged-non-compliant note is usually four or five missed sessions. A person who asks what changed, offers a different time the same week, and writes down why, does more for the outcome than a system that processes the cancellation efficiently and moves on.
